Narrative:
A new construction project started last week at the airport. It is to rebuild taxiway Z on the north side of the airport. In the past, when there was an airport project, the construction crews were ignorant of procedures. Although the airport manager briefs these people, it apparently doesn't filter down to the workers. Last week, we spotted a survey crew standing on the #'south of runway 7L--an active runway. The airport manager corrected that situation. In this situation today, taxiway a and runway 7L/25R were closed. I was working heavy traffic on runway 7R. As small aircraft X was crossing the runway 7R threshold, a cargo type semi truck approached 7R on taxiway 11. The ground controller notified me that he was not talking to the driver as he crossed taxiway C. As the truck crossed the runway west/O a clearance, I issued small aircraft X go around instructions. Small aircraft X had crossed the threshold, but not yet touched down. Instead of the airport manager having to chase down errant vehicles time and again, it would be easier to have a construction coordinator with 2-WAY communication with the tower. There are also numerous intxns on the airport with no signage whatsoever. Improved markings have been needed for sometime to prevent such safety compromises and enhance ground control effectiveness. An unsatisfactory condition report was submitted to the air traffic manager in 9/87 detailing this very problem, but it 'disappeared west/O resolution. These reports need to be acted on to prevent future occurrences.

Title: VEHICLE ENTERED AN ACTIVE RWY CAUSING A LNDG SMA TO GO AROUND.
