Narrative:
The passenger were picked up and the location of the facility to be photographed with discussed. I asked the passenger and mr kx about the appropriateness of landing at the tokyo college of commerce. Mr kx said that he had authority and G ranted permission to land and operate at low level on the property. The flight departed the portland public use heliport at approximately early pm. From the air, the tokyo college of commerce appeared to be a large private home that had been converted for use into an academic facility. I made a high reconnaissance circle around the facility because I had not flown over it before. I believe that all low level maneuvers were done over the tokyo college of commerce property. Once the photographers were satisfied, I flew the helicopter back to the portland public use heliport and dropped off the passenger. I believe that the aircraft did not interfere with nor was too close to the ground over any privately owned property. I have learned that the college may be involved in civil litigation with the neighbor or neighbors who complained about the flight. It therefore appears that the complaints and the result of friction between the college and the neighbors, rather than the flts themselves.

Title: HELICOPTER PHOTO MISSION DESCENDED TO 200' OVER STUDENT ASSEMBLY. NEIGHBORS COMPLAINED.
Narrative: THE PAX WERE PICKED UP AND THE LOCATION OF THE FAC TO BE PHOTOGRAPHED WITH DISCUSSED. I ASKED THE PAX AND MR KX ABOUT THE APPROPRIATENESS OF LNDG AT THE TOKYO COLLEGE OF COMMERCE. MR KX SAID THAT HE HAD AUTHORITY AND G RANTED PERMISSION TO LAND AND OPERATE AT LOW LEVEL ON THE PROPERTY. THE FLT DEPARTED THE PORTLAND PUBLIC USE HELIPORT AT APPROX EARLY PM. FROM THE AIR, THE TOKYO COLLEGE OF COMMERCE APPEARED TO BE A LARGE PVT HOME THAT HAD BEEN CONVERTED FOR USE INTO AN ACADEMIC FAC. I MADE A HIGH RECONNAISSANCE CIRCLE AROUND THE FAC BECAUSE I HAD NOT FLOWN OVER IT BEFORE. I BELIEVE THAT ALL LOW LEVEL MANEUVERS WERE DONE OVER THE TOKYO COLLEGE OF COMMERCE PROPERTY. I BELIEVE THAT THE ACFT DID NOT INTERFERE WITH NOR WAS TOO CLOSE TO THE GND OVER ANY PRIVATELY OWNED PROPERTY. I HAVE LEARNED THAT THE COLLEGE MAY BE INVOLVED IN CIVIL LITIGATION WITH THE NEIGHBOR OR NEIGHBORS WHO COMPLAINED ABOUT THE FLT. IT THEREFORE APPEARS THAT THE COMPLAINTS AND THE RESULT OF FRICTION BTWN THE COLLEGE AND THE NEIGHBORS, RATHER THAN THE FLTS THEMSELVES.
