Narrative:
While working ground control I observed 2 aircraft taking off on intersecting runways at the same time. The aircraft passed the intersection of the runways in close proximity of each other. It appears that the local controller cleared an small aircraft to land on runway 21. After the local controller observed the small aircraft apparently under control on runway 21, they cleared a twin small transport for takeoff on runway 11. After the twin started the takeoff roll on runway 11, I observed the small aircraft north runway 21 also rotating for takeoff. The aircraft nearly collided at the intersection of the runways. The local controller did attempt to have both aircraft abort their takeoffs.

Title: SMA CLEARED FOR LNDG, MADE A TOUCH AND GO AND CONFLICTED WITH ANOTHER ACFT DEPARTING AN INTERSECTING RWY.
Narrative: WHILE WORKING GND CTL I OBSERVED 2 ACFT TAKING OFF ON INTERSECTING RWYS AT THE SAME TIME. THE ACFT PASSED THE INTXN OF THE RWYS IN CLOSE PROX OF EACH OTHER. IT APPEARS THAT THE LCL CTLR CLRED AN SMA TO LAND ON RWY 21. AFTER THE LCL CTLR OBSERVED THE SMA APPARENTLY UNDER CTL ON RWY 21, THEY CLRED A TWIN SMT FOR TKOF ON RWY 11. AFTER THE TWIN STARTED THE TKOF ROLL ON RWY 11, I OBSERVED THE SMA N RWY 21 ALSO ROTATING FOR TKOF. THE ACFT NEARLY COLLIDED AT THE INTXN OF THE RWYS. THE LCL CTLR DID ATTEMPT TO HAVE BOTH ACFT ABORT THEIR TKOFS.
