Narrative:

Jodur intersection on 27L ILS at cvg defined as 1) OM, 2) 339 degree right off flm VOR as it intersects to localizer. OM beacon station passage did not occur until passing the 330 degree right of flm. This has happened previously in other aircraft on visibility approachs. Hazardous and unacceptable on a non precision approach (G/south was unusable). Callback conversation with reporter revealed the following: the tower called us to tell us we were low on the approach. Afternoon visibility was hazy, into the sun. I think we had started down on a non precision approach at block, thinking it was jodur. When the tower called with the low alarm and I had time to check the right off flm, it looked like 330 degrees to me. Actually the reason I sent in the ASRS report was because the tower gave us the below minimums call. G/south was out; I think the fan marker was out. We did not yet have the field in sight. Jodur intersection used to be off cincinnati and they recently changed it to flm, which is about 30 mi away.

Narrative: JODUR INTXN ON 27L ILS AT CVG DEFINED AS 1) OM, 2) 339 DEG R OFF FLM VOR AS IT INTERSECTS TO LOC. OM BEACON STATION PASSAGE DID NOT OCCUR UNTIL PASSING THE 330 DEG R OF FLM. THIS HAS HAPPENED PREVIOUSLY IN OTHER ACFT ON VIS APCHS. HAZARDOUS AND UNACCEPTABLE ON A NON PRECISION APCH (G/S WAS UNUSABLE). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE TWR CALLED US TO TELL US WE WERE LOW ON THE APCH. AFTERNOON VISIBILITY WAS HAZY, INTO THE SUN. I THINK WE HAD STARTED DOWN ON A NON PRECISION APCH AT BLOCK, THINKING IT WAS JODUR. WHEN THE TWR CALLED WITH THE LOW ALARM AND I HAD TIME TO CHK THE R OFF FLM, IT LOOKED LIKE 330 DEGS TO ME. ACTUALLY THE REASON I SENT IN THE ASRS RPT WAS BECAUSE THE TWR GAVE US THE BELOW MINIMUMS CALL. G/S WAS OUT; I THINK THE FAN MARKER WAS OUT. WE DID NOT YET HAVE THE FIELD IN SIGHT. JODUR INTXN USED TO BE OFF CINCINNATI AND THEY RECENTLY CHANGED IT TO FLM, WHICH IS ABOUT 30 MI AWAY.
