Narrative:

Flight crew was ferrying aircraft to sfo for engine change. At FL480 (flight planned altitude) for 10+ minutes, crew noted left engine EPR at 1.14, right engine at normal cruise EPR of 1.40. Throttle movement provided no response to left engine power. Descent was begun and engine was shut down and decision was made to divert to slc. Engine was restarted below FL300 and a normal landing was made at slc. After landing in slc the crew discovered that the flight should not have been dispatched above FL350. This information was not made readily available to the flight crew by maintenance and it was not transmitted to dispatch either (therefore the release and flight plan at FL430). Engineering is currently researching this breakdown in communication and will take steps to see that it does not happen again.

Title: INFLT ENGINE SHUTDOWN.

Narrative: FLT CREW WAS FERRYING ACFT TO SFO FOR ENGINE CHANGE. AT FL480 (FLT PLANNED ALT) FOR 10+ MINUTES, CREW NOTED LEFT ENGINE EPR AT 1.14, RIGHT ENGINE AT NORMAL CRUISE EPR OF 1.40. ENGINE WAS RESTARTED BELOW FL300 AND A NORMAL LNDG WAS MADE AT SLC. AFTER LNDG IN SLC THE CREW DISCOVERED THAT THE FLT SHOULD NOT HAVE BEEN DISPATCHED ABOVE FL350. THIS INFORMATION WAS NOT MADE READILY AVAILABLE TO THE FLT CREW BY MAINT AND IT WAS NOT TRANSMITTED TO DISPATCH EITHER (THEREFORE THE RELEASE AND FLT PLAN AT FL430). ENGINEERING IS CURRENTLY RESEARCHING THIS BREAKDOWN IN COM AND WILL TAKE STEPS TO SEE THAT IT DOES NOT HAPPEN AGAIN.
