Narrative:
Aircraft X was on short final and the cpc-it looked with her binoculars and noticed that the aircraft had its gear up and notified the pilot. The pilot did not know that his landing gear was up. She did an excellent job saving a possible accident from happening. Everything worked like it should have.

Title: LVK Controller reports of an aircraft on final without its gear down. Local Control Developmental advises the pilot the gear isn't down and pilot cycles gear; lands safely.
Narrative: Aircraft X was on short final and the CPC-IT looked with her binoculars and noticed that the aircraft had its gear up and notified the pilot. The pilot did not know that his landing gear was up. She did an excellent job saving a possible accident from happening. Everything worked like it should have.
