Narrative:

Flight from yyz to dtw center issued clearance to what was understood as FL230. First officer acknowledged clearance to FL230 and set altitude alerter to 230 (captain understood clearance to FL230 also and acknowledged first officer's action of setting 230 in altitude alerter). Upon level off at FL230, controller asked, 'identification where are you going, you were assigned FL220'. First officer replied, 'we understood we were cleared to FL230'. Controller replied, 'descend to and maintain FL220'. If in fact FL220 was initially assigned, both the first officer and myself understood the clearance as FL230, which the first officer acknowledged to center as. No correction or transmission was received from his readback. No distractions, unusual workloads or uncertain clearance receipt were a factor in this situation.

F/O ACKNOWLEDGED CLRNC TO FL230 AND SET ALT ALERTER TO 230 (CAPT UNDERSTOOD CLRNC TO FL230 ALSO AND ACKNOWLEDGED F/O'S ACTION OF SETTING 230 IN ALT ALERTER). UPON LEVEL OFF AT FL230, CTLR ASKED, 'ID WHERE ARE YOU GOING, YOU WERE ASSIGNED FL220'. F/O REPLIED, 'WE UNDERSTOOD WE WERE CLRED TO FL230'. CTLR REPLIED, 'DESCEND TO AND MAINTAIN FL220'. IF IN FACT FL220 WAS INITIALLY ASSIGNED, BOTH THE F/O AND MYSELF UNDERSTOOD THE CLRNC AS FL230, WHICH THE F/O ACKNOWLEDGED TO CENTER AS. NO CORRECTION OR XMISSION WAS RECEIVED FROM HIS READBACK. NO DISTRACTIONS, UNUSUAL WORKLOADS OR UNCERTAIN CLRNC RECEIPT WERE A FACTOR IN THIS SITUATION.
