Narrative:

I was captain on air carrier a. Cle tower cleared air carrier B for an ILS 23L sidestep and land on 23R. Cle tower then cleared air carrier a into position runway 23L. I stated we (air carrier a) would stop in position and survey a storm cell passing off the departure end of wy 23L. We elected not to depart and requested to taxi off runway 23L and await the cell passage prior to departure. Clearance was granted. Prior to moving off the in/position spot, the cockpit crew observed air carrier B pass directly overhead our aircraft, continue down the centerline first officer 23L and land on same. Cle tower did not clear him to land on 23L and air carrier B said he saw the runway too late to sidestep to 23R.

Title: ACFT CLEARED TO LAND ON PARALLEL RWY LANDED OVER THE TOP OF REPORTER ACFT HOLDING IN POSITION FOR TKOF.

Narrative: I WAS CAPT ON ACR A. CLE TWR CLRED ACR B FOR AN ILS 23L SIDESTEP AND LAND ON 23R. CLE TWR THEN CLRED ACR A INTO POSITION RWY 23L. I STATED WE (ACR A) WOULD STOP IN POSITION AND SURVEY A STORM CELL PASSING OFF THE DEP END OF WY 23L. WE ELECTED NOT TO DEPART AND REQUESTED TO TAXI OFF RWY 23L AND AWAIT THE CELL PASSAGE PRIOR TO DEP. CLRNC WAS GRANTED. PRIOR TO MOVING OFF THE IN/POSITION SPOT, THE COCKPIT CREW OBSERVED ACR B PASS DIRECTLY OVERHEAD OUR ACFT, CONTINUE DOWN THE CENTERLINE FO 23L AND LAND ON SAME. CLE TWR DID NOT CLEAR HIM TO LAND ON 23L AND ACR B SAID HE SAW THE RWY TOO LATE TO SIDESTEP TO 23R.
