Narrative:
Cleared into position and hold on runway 18 at dca. Clearance was depart south over the river. As we took position, tower cleared light aircraft for takeoff on runway 15 and told him to fly runway heading (150 degree). We were then cleared for takeoff. As we climbed thru 700' and were bringing flaps up, we saw a light at 12 O'clock and slightly high. Since it was dark, could not determine range of aircraft. Passing thru 1000', departure controller transmitted, 'small transport, what's your heading? Your instructions were to fly runway heading. Turn left immediately'. At this time we were able to see the shape of the aircraft because our landing and turn off lights were on. Pushed aircraft over and descended back below 1000'. We passed directly under small transport. I estimate we cleared him by 200-300'. After landing, contacted tower supervisor at dca. He stated small transport had been given a clearance by clearance delivery which stated 'depart south over the river'. The supervisor also stated they told small transport to fly 150 degree heading 3 different times to ensure separation from us as we took off. He also stated that some of the pilots flying in and out of dca are not familiar or qualified at the airport, but they pay their taxes and we can't keep them out. Do they pay enough to cause a midair?

Title: SMT DEPARTING RWYS 15 AT DCA HAS NMAC AT NIGHT WITH LGT DEPARTING RWY 18 BECAUSE PLT OF SMT DID NOT COMPLY WITH AMENDED CLRNC TO FLY RWY HEADING.
Narrative: CLRED INTO POSITION AND HOLD ON RWY 18 AT DCA. CLRNC WAS DEPART S OVER THE RIVER. AS WE TOOK POSITION, TWR CLRED LIGHT ACFT FOR TKOF ON RWY 15 AND TOLD HIM TO FLY RWY HDG (150 DEG). WE WERE THEN CLRED FOR TKOF. AS WE CLIMBED THRU 700' AND WERE BRINGING FLAPS UP, WE SAW A LIGHT AT 12 O'CLOCK AND SLIGHTLY HIGH. SINCE IT WAS DARK, COULD NOT DETERMINE RANGE OF ACFT. PASSING THRU 1000', DEP CTLR TRANSMITTED, 'SMT, WHAT'S YOUR HDG? YOUR INSTRUCTIONS WERE TO FLY RWY HDG. TURN LEFT IMMEDIATELY'. AT THIS TIME WE WERE ABLE TO SEE THE SHAPE OF THE ACFT BECAUSE OUR LNDG AND TURN OFF LIGHTS WERE ON. PUSHED ACFT OVER AND DESCENDED BACK BELOW 1000'. WE PASSED DIRECTLY UNDER SMT. I ESTIMATE WE CLRED HIM BY 200-300'. AFTER LNDG, CONTACTED TWR SUPVR AT DCA. HE STATED SMT HAD BEEN GIVEN A CLRNC BY CLRNC DELIVERY WHICH STATED 'DEPART S OVER THE RIVER'. THE SUPVR ALSO STATED THEY TOLD SMT TO FLY 150 DEG HDG 3 DIFFERENT TIMES TO ENSURE SEPARATION FROM US AS WE TOOK OFF. HE ALSO STATED THAT SOME OF THE PLTS FLYING IN AND OUT OF DCA ARE NOT FAMILIAR OR QUALIFIED AT THE ARPT, BUT THEY PAY THEIR TAXES AND WE CAN'T KEEP THEM OUT. DO THEY PAY ENOUGH TO CAUSE A MIDAIR?
