Narrative:

1 week ago I asked for and received maintenance services from maintenance operations, mgw. At that time I indicated to the mechanic that I needed, and would personally replace, several load mounts on the aircraft. The requested work was completed; however the mechanic also left a note indicating that the aircraft was unairworthy until the receptacles were replaced. I replaced the parts with approved FAA parts and believed under preventive maintenance that I was authority/authorized to do so. On 9/X/89, I was PIC and made 1 landing. Following the landing (with 1 passenger), I became aware that the throttle did not engage properly, and I pulled off the ramp. I removed the cowling and discovered that the throttle was not properly attached (no nut, washer or safety pin). The work was supposedly completed the past week by an authority/authorized mechanic at the FBO. I brought the matter to the attention of the FBO manager. The manager indicated that the mechanic could have overlooked the item. He also indicated, however, that I was flying an unairworthy aircraft until the mechanic signed the aircraft log book, indicating that the replaced load mounts were acceptable. I indicated that I would make arrangements to have the mechanic inspect the work, for return to service.

Title: OWNER PLT CHOSE TO DO SOME OF HIS OWN MAINTENANCE. ACFT NOT AIRWORTHY UNTIL SIGNED BY A & P. FLEW ACFT PRIOR TO ENTRY BEING MADE. DISCOVERED MAINTENANCE ERROR AS WELL.

Narrative: 1 WK AGO I ASKED FOR AND RECEIVED MAINT SVCS FROM MAINT OPS, MGW. AT THAT TIME I INDICATED TO THE MECH THAT I NEEDED, AND WOULD PERSONALLY REPLACE, SEVERAL LOAD MOUNTS ON THE ACFT. THE REQUESTED WORK WAS COMPLETED; HOWEVER THE MECH ALSO LEFT A NOTE INDICATING THAT THE ACFT WAS UNAIRWORTHY UNTIL THE RECEPTACLES WERE REPLACED. I REPLACED THE PARTS WITH APPROVED FAA PARTS AND BELIEVED UNDER PREVENTIVE MAINT THAT I WAS AUTH TO DO SO. ON 9/X/89, I WAS PIC AND MADE 1 LNDG. FOLLOWING THE LNDG (WITH 1 PAX), I BECAME AWARE THAT THE THROTTLE DID NOT ENGAGE PROPERLY, AND I PULLED OFF THE RAMP. I REMOVED THE COWLING AND DISCOVERED THAT THE THROTTLE WAS NOT PROPERLY ATTACHED (NO NUT, WASHER OR SAFETY PIN). THE WORK WAS SUPPOSEDLY COMPLETED THE PAST WK BY AN AUTH MECH AT THE FBO. I BROUGHT THE MATTER TO THE ATTN OF THE FBO MGR. THE MGR INDICATED THAT THE MECH COULD HAVE OVERLOOKED THE ITEM. HE ALSO INDICATED, HOWEVER, THAT I WAS FLYING AN UNAIRWORTHY ACFT UNTIL THE MECH SIGNED THE ACFT LOG BOOK, INDICATING THAT THE REPLACED LOAD MOUNTS WERE ACCEPTABLE. I INDICATED THAT I WOULD MAKE ARRANGEMENTS TO HAVE THE MECH INSPECT THE WORK, FOR RETURN TO SVC.
