Narrative:
Our plane was cleared by tower to execute a touch-and-go. We then heard tower clear other aircraft to follow us. Other aircraft reported that we were in sight. We could not see other plane since he was behind us. Our approach was high and we were on a steep approach when other aircraft was seen coming from below and to our right on short final. Other aircraft was ahead and below so we immediately began a climb staying left of other plane. We heard the tower tell other plane to go around and stay on left side of the runway. This would put him in a position to climb into us since the tower stated we should continue the touch-and-go approach. After issuing the above instructions, tower told us to turn right and reenter right downwind to 34R. Keeping other plane in sight, we turned right passing about 400-500' over him. Other plane continued flying level approximately 100-200' above runway and airport. Tower asked if the plane turning right was us. I acknowledged that it was us. This was complicated by the other pilot confirming he had us in sight. Following the flight, we called tower. Tower stated that aircraft were confused and other plane did not promptly follow subsequent instructions from the tower.

Title: CLOSE PROX GA-SMA GA-SMA IN PAE ATA.
Narrative: OUR PLANE WAS CLRED BY TWR TO EXECUTE A TOUCH-AND-GO. WE THEN HEARD TWR CLEAR OTHER ACFT TO FOLLOW US. OTHER ACFT REPORTED THAT WE WERE IN SIGHT. WE COULD NOT SEE OTHER PLANE SINCE HE WAS BEHIND US. OUR APCH WAS HIGH AND WE WERE ON A STEEP APCH WHEN OTHER ACFT WAS SEEN COMING FROM BELOW AND TO OUR RIGHT ON SHORT FINAL. OTHER ACFT WAS AHEAD AND BELOW SO WE IMMEDIATELY BEGAN A CLIMB STAYING LEFT OF OTHER PLANE. WE HEARD THE TWR TELL OTHER PLANE TO GO AROUND AND STAY ON LEFT SIDE OF THE RWY. THIS WOULD PUT HIM IN A POSITION TO CLIMB INTO US SINCE THE TWR STATED WE SHOULD CONTINUE THE TOUCH-AND-GO APCH. AFTER ISSUING THE ABOVE INSTRUCTIONS, TWR TOLD US TO TURN RIGHT AND REENTER RIGHT DOWNWIND TO 34R. KEEPING OTHER PLANE IN SIGHT, WE TURNED RIGHT PASSING ABOUT 400-500' OVER HIM. OTHER PLANE CONTINUED FLYING LEVEL APPROX 100-200' ABOVE RWY AND ARPT. TWR ASKED IF THE PLANE TURNING RIGHT WAS US. I ACKNOWLEDGED THAT IT WAS US.
