Narrative:
The takeoff clearance from runway 35R at okc was turn right to 010 degrees, climb to 5000 ft. After takeoff (the copilot was flying and I was working the radios) we were restr by departure control (124.2) to 4000 ft. At 4000 ft on the 010 degree heading we were given a clearance of turn right to 080 degrees to intercept the okc 061 degree right, climb and maintain 6000 ft. After reading back the clearance we were told to maintain 5000 ft. This restr was read back also. We were just rolling out of the turn on the 080 degree heading and just starting the climb out of 4000 ft when I observed a single engine small aircraft at our 12 O'clock and about 1 mi, going right to left. I quickly pointed it out to the copilot and told him to keep going right. He did a rapid, but not abrupt, 30 degree bank turn for another 30 degrees of heading rolling out on about a 110 degree heading. We passed about 1/2 mi behind the small transport, who was at 4300 ft. The small aircraft was in radar control. This happened on 3/sun/89. Next day I received an apology from okc departure and was told the controller is in a 30 day recertification process.
