Narrative:
Landing light transport exited runway 13R at A10 intersection a, requested taxi to GA (abeam A2 on the east ramp). He was given taxi instructions to GA (at the A9 intersection the taxiway turns to the east, around the south end of runway 13L, and continues up the east side of runway 13L). The pilot was also cautioned about construction on the east taxiway. Instead of making the right turn at the alpha 9 intersection, he taxied straight ahead onto the runway 13L overrun and onto runway 13L. An small aircraft had just completed a touch and go on runway 13L, and was airborne approximately 600-700' north of the light transport.
