Narrative:
Controller lost lateral separation with medium large transport while trying to establish vertical separation. Aircraft at FL310 climbing was advised to be level at FL330 in 2 minutes. It didn't happen. Based on aircraft type and previous rate of climb, controller didn't believe vectors would be necessary. Aircraft climbed less than 500' in last minute before conflict.

Title: RADAR SEPARATION WAS LOST WHEN ACR FAILED TO MEET CLIMB RESTRICTION.
Narrative: CTLR LOST LATERAL SEPARATION WITH MLG WHILE TRYING TO ESTABLISH VERTICAL SEPARATION. ACFT AT FL310 CLIMBING WAS ADVISED TO BE LEVEL AT FL330 IN 2 MINUTES. IT DIDN'T HAPPEN. BASED ON ACFT TYPE AND PREVIOUS RATE OF CLIMB, CTLR DIDN'T BELIEVE VECTORS WOULD BE NECESSARY. ACFT CLIMBED LESS THAN 500' IN LAST MINUTE BEFORE CONFLICT.
