Narrative:

Low visibility ILS 24R lax, declined visibility approach, reported WX 3 mi, haze. Short approach (within 3 mi) tower told us to 'sidestep to 24L, aircraft on right base to 24R visibility approach.' we did not have either runway in sight, but were not given opportunity to continue approach west/O causing a conflict with vectored aircraft. We tried to sidestep in very poor glare conditions with poor results. We finally saw 24L on 1/2 mi final with poor runway alignment and last minute course corrections required. Called tower to complain about having been told to sidestep from an ILS clearance and no runway insight. We should have performed a go around.

Narrative: LOW VISIBILITY ILS 24R LAX, DECLINED VIS APCH, RPTED WX 3 MI, HAZE. SHORT APCH (WITHIN 3 MI) TWR TOLD US TO 'SIDESTEP TO 24L, ACFT ON RIGHT BASE TO 24R VIS APCH.' WE DID NOT HAVE EITHER RWY IN SIGHT, BUT WERE NOT GIVEN OPPORTUNITY TO CONTINUE APCH W/O CAUSING A CONFLICT WITH VECTORED ACFT. WE TRIED TO SIDESTEP IN VERY POOR GLARE CONDITIONS WITH POOR RESULTS. WE FINALLY SAW 24L ON 1/2 MI FINAL WITH POOR RWY ALIGNMENT AND LAST MINUTE COURSE CORRECTIONS REQUIRED. CALLED TWR TO COMPLAIN ABOUT HAVING BEEN TOLD TO SIDESTEP FROM AN ILS CLRNC AND NO RWY INSIGHT. WE SHOULD HAVE PERFORMED A GAR.
