Narrative:
This incident occurred in an area just south of the rbv VOR. The radar site for the center approximately 10 mi west of this position, was out of service for maintenance. This renders the entire area non-radar. The pilot reported passing a 'white single engine' aircraft heading northeast at 8600'. I did not show anything on the radar at all. Pilot never said the magic words 'near miss', however, said he passed pretty close.

Title: ACR CAME IN CLOSE PROX TO SMA.
Narrative: THIS INCIDENT OCCURRED IN AN AREA JUST S OF THE RBV VOR. THE RADAR SITE FOR THE CENTER APPROX 10 MI W OF THIS POSITION, WAS OUT OF SERVICE FOR MAINT. THIS RENDERS THE ENTIRE AREA NON-RADAR. THE PLT REPORTED PASSING A 'WHITE SINGLE ENGINE' ACFT HDG NE AT 8600'. I DID NOT SHOW ANYTHING ON THE RADAR AT ALL. PLT NEVER SAID THE MAGIC WORDS 'NEAR MISS', HOWEVER, SAID HE PASSED PRETTY CLOSE.
