Narrative:

After landing at oshawa, on, in an aircraft on a cargo flight, I was approached by an alleged inspector claiming to be from the canadian aviation authority whom informed me he was going to perform an aircraft safety inspection, ie, 'rampcheck', he did not show any identification. This 'inspector' asked to see the aircraft operating manual, flight manual, weight and balance, airworthiness certificate, radio station license, aircraft registration, and my pilot certificate, medical certificate, and radio operator's license, also the weight and balance computations for the flight. All these documents were found to be in order and as they should be, also the cargo was secured as is required. However, the flight was filed and flown under IFR even though the WX was VFR as reported from the area forecast, terminal forecast, and latest surface observation. The flight was made single pilot, the aircraft has an installed, operating, approved autoplt system. The certificate holder, myself, and the aircraft are all 'approved for single pilot IFR with autoplt in lieu of second in command' per the certificate holder's operating specifications. This authorization appears in the operations manual that is kept on board the aircraft. This authorization was issued by the FAA. However, the authorization does not appear in the canadian operating specifications copy in the operations manual. The 'inspector' informed me that this is a violation of canadian rules, even though the canadian certificate copy in the operations manual approves the named aircraft for IFR operation. The 'inspector' told me I would receive a notice of violation from the canadian aviation authority in approximately 30 days, as would the aircraft owner. There was no further discussion with the 'inspector' whom had a form he was filling out. I was given no paperwork of any kind nor asked to sign anything.

Narrative: AFTER LNDG AT OSHAWA, ON, IN AN ACFT ON A CARGO FLT, I WAS APCHED BY AN ALLEGED INSPECTOR CLAIMING TO BE FROM THE CANADIAN AVIATION AUTHORITY WHOM INFORMED ME HE WAS GOING TO PERFORM AN ACFT SAFETY INSPECTION, IE, 'RAMPCHECK', HE DID NOT SHOW ANY ID. THIS 'INSPECTOR' ASKED TO SEE THE ACFT OPERATING MANUAL, FLT MANUAL, WEIGHT AND BALANCE, AIRWORTHINESS CERTIFICATE, RADIO STATION LICENSE, ACFT REGISTRATION, AND MY PLT CERTIFICATE, MEDICAL CERTIFICATE, AND RADIO OPERATOR'S LICENSE, ALSO THE WEIGHT AND BALANCE COMPUTATIONS FOR THE FLT. ALL THESE DOCUMENTS WERE FOUND TO BE IN ORDER AND AS THEY SHOULD BE, ALSO THE CARGO WAS SECURED AS IS REQUIRED. HOWEVER, THE FLT WAS FILED AND FLOWN UNDER IFR EVEN THOUGH THE WX WAS VFR AS REPORTED FROM THE AREA FORECAST, TERMINAL FORECAST, AND LATEST SURFACE OBSERVATION. THE FLT WAS MADE SINGLE PLT, THE ACFT HAS AN INSTALLED, OPERATING, APPROVED AUTOPLT SYSTEM. THIS AUTHORIZATION APPEARS IN THE OPS MANUAL THAT IS KEPT ON BOARD THE ACFT. THIS AUTHORIZATION WAS ISSUED BY THE FAA. HOWEVER, THE AUTHORIZATION DOES NOT APPEAR IN THE CANADIAN OPERATING SPECS COPY IN THE OPS MANUAL. THE 'INSPECTOR' INFORMED ME THAT THIS IS A VIOLATION OF CANADIAN RULES, EVEN THOUGH THE CANADIAN CERTIFICATE COPY IN THE OPS MANUAL APPROVES THE NAMED ACFT FOR IFR OPERATION. THE 'INSPECTOR' TOLD ME I WOULD RECEIVE A NOTICE OF VIOLATION FROM THE CANADIAN AVIATION AUTHORITY IN APPROX 30 DAYS, AS WOULD THE ACFT OWNER. THERE WAS NO FURTHER DISCUSSION WITH THE 'INSPECTOR' WHOM HAD A FORM HE WAS FILLING OUT. I WAS GIVEN NO PAPERWORK OF ANY KIND NOR ASKED TO SIGN ANYTHING.
