Narrative:
We landed on runway 17L at dfw, and exited on taxiway 1S high speed taxiway. We were subsequently cleared to cross runway 17R, and instructed to contact ground control on 121.65. Ground instructed us to hold short of the inner (J) taxiway, which we did. Shortly afterwards, we were cleared to cross the inner taxiway: 'aircraft on taxiway 27, cross the inner'. At the time we were instructed to cross the inner taxiway, there was an air carrier large transport directly in front of us, proceeding north along taxiway J, followed by another air carrier large transport trailing the first by approximately 200 yds. Both aircraft were taxiing at a high rate of speed, and showed no signs of stopping. I elected to continue to hold short of the inner taxiway, to avoid hitting the 2 aircraft. We asked the ground controller about the 2 large transport's on the inner taxiway, and the controller's reply was as follows: 'well, if you had moved when I told you to, there would have been no problem'. I instructed the first officer to request the telephone number and operating initials of the controller. He did so. The controller replied: 'well, I'm not going to give you my initials, but my phone number is XXX-XXXX'. I telephoned the telephone number given to me by the controller. I advised the person who answered the phone who I was, and my inbound flight number. I further advised him that I wanted to speak to the controller, and again requested the operating initials of the controller, the person who answered the phone advised me that he was the controller's supervisor and that he would not give me the operating initials of the controller. I advised him that I was requesting that all tapes be pulled, the tapes be transcribed, that I was requesting a formal hearing, and that I was instituting violation proceedings against the controller, for misuse of VHF communications, improper phraseology, and traffic conflict. The attitude of the controller is extremely poor. I am making formal request for a hearing to determine what, if any, disciplinary action should be taken against the controller. I am requesting that a violation be issued to the controller, for his improper use of the radios, his lack of traffic separation, and for his poor attitude and improper phraseology.

Title: CTLR INSTRUCTS LGT TO CROSS TXWY AFTER LNDG INTO THE PATH OF ANOTHER TAXIING ACFT. FLT CREW ELECTS TO HOLD SHORT TO AVERT COLLISION.

BOTH ACFT WERE TAXIING AT A HIGH RATE OF SPEED, AND SHOWED NO SIGNS OF STOPPING. I ELECTED TO CONTINUE TO HOLD SHORT OF THE INNER TXWY, TO AVOID HITTING THE 2 ACFT. WE ASKED THE GND CTLR ABOUT THE 2 LGT'S ON THE INNER TXWY, AND THE CTLR'S REPLY WAS AS FOLLOWS: 'WELL, IF YOU HAD MOVED WHEN I TOLD YOU TO, THERE WOULD HAVE BEEN NO PROBLEM'. I INSTRUCTED THE F/O TO REQUEST THE TELEPHONE NUMBER AND OPERATING INITIALS OF THE CTLR. HE DID SO. THE CTLR REPLIED: 'WELL, I'M NOT GOING TO GIVE YOU MY INITIALS, BUT MY PHONE NUMBER IS XXX-XXXX'. I TELEPHONED THE TELEPHONE NUMBER GIVEN TO ME BY THE CTLR. I ADVISED THE PERSON WHO ANSWERED THE PHONE WHO I WAS, AND MY INBND FLT NUMBER. I FURTHER ADVISED HIM THAT I WANTED TO SPEAK TO THE CTLR, AND AGAIN REQUESTED THE OPERATING INITIALS OF THE CTLR, THE PERSON WHO ANSWERED THE PHONE ADVISED ME THAT HE WAS THE CTLR'S SUPVR AND THAT HE WOULD NOT GIVE ME THE OPERATING INITIALS OF THE CTLR. I ADVISED HIM THAT I WAS REQUESTING THAT ALL TAPES BE PULLED, THE TAPES BE TRANSCRIBED, THAT I WAS REQUESTING A FORMAL HEARING, AND THAT I WAS INSTITUTING VIOLATION PROCEEDINGS AGAINST THE CTLR, FOR MISUSE OF VHF COMS, IMPROPER PHRASEOLOGY, AND TFC CONFLICT.
