Narrative:
Ord tower cleared us into position and hold on runway 22L. He advised us to be ready for an immediate takeoff because he had an air carrier B737 on final for runway 27L. Tower was distracted because an air carrier rj was cleared for takeoff ahead of us with an IFR clearance that had timed out. I could see the B737 aircraft on final and knew we were not in any danger because we were back from the threshold for his runway, but apparently this violated ord's procedures. We were cleared for an immediate takeoff and the B737 was instructed to go around. During climb out we had a visual on the B737 and stayed 1000 ft below him.

Title: ORD CTLR INSTRUCTS RPTRS ACFT INTO POS AND HOLD WITH LNDG TFC ON FINAL. RPTR STATED THAT THE ESTIMATED DISTANCE WAS 60 FT HORIZONTAL AND 300 FT VERTICAL.
Narrative: ORD TWR CLRED US INTO POS AND HOLD ON RWY 22L. HE ADVISED US TO BE READY FOR AN IMMEDIATE TKOF BECAUSE HE HAD AN ACR B737 ON FINAL FOR RWY 27L. TWR WAS DISTRACTED BECAUSE AN ACR RJ WAS CLRED FOR TKOF AHEAD OF US WITH AN IFR CLRNC THAT HAD TIMED OUT. I COULD SEE THE B737 ACFT ON FINAL AND KNEW WE WERE NOT IN ANY DANGER BECAUSE WE WERE BACK FROM THE THRESHOLD FOR HIS RWY, BUT APPARENTLY THIS VIOLATED ORD'S PROCEDURES.
