The center still assigning speeds that violate the LOA. This situation was an overtake where the center assigned a speed to the first aircraft until the common point; then the arrival created a 60 knot overtake.when the situation is reported to management; there is no recourse for the center. This has happened on numerous occasions. Review the safety culture.
