Narrative:
We were on a VFR flight plan from marsh harbor bahamas to fort pierce, fl at 6500'. Approximately 65-70 mi from the florida coast we tried to contact miami radio on 122.4 at least twice. We also heard other aircraft trying to contact them. We then called another aircraft on this same frequency located at boca raton, fl. He said he heard us loud and clear and the WX was VFR. We then monitored this frequency until we closed our flight plan with miami on 122.4, approximately 10 mi from fort pierce. We were confronted by customs as to why we did not squawk the transponder we were told. I replied that we were not told a squawk nor could we reach miami radio. The customs agent said that fgt aircraft were scrambled because of us. We did try to call. We did monitor the correct frequency. We did close our flight plan. Where did we not conform to all the rules of entry?
