Narrative:

Air carrier X was cleared to depart sfo runway 1R on a sfo 3 SID (heading 030) with a climb to FL230. We climbed through an overcast with tops at approximately 4500' at a climb rate close to 3500 FPM. Passing 6800' a bay departure ATC instructor broke in on the ATC trainee and ordered a level off at 7000' and left turn to 310 degree due to conflicting traffic at 7500'. The captain immediately disconnected the autoplt and initiated a level off and turn. Rate of climb zeroed at 7200'. Since the other traffic was never sighted, the proximity cannot be estimated from the cockpit. The horizontal planes occupied by the 2 aircraft were separated by 300' if the ATC readout was correct.
