Narrative:

Departed butter valley airport, destination stroudsburg pocono, to have mode C encoding altimeter installed in my aircraft. First call to abe 15 mi from airport--no reply (altitude 1000' AGL). Second call to abe 13.5 mi from airport, altitude 1500'. ATC replied; told to standby. ATC responded 12 mi from abe--requested aircraft type, altitude and destination. Assigned transponder code 2400' AGL. I entered transponder code, pressed identify, notified ATC of same. ATC responded--again requested altitude and destination. Altitude 2400' AGL. I saw an aircraft headlight as it taxied onto the active runway for a southwest departure at abe. Aircraft began its takeoff roll and started its climb. I called ATC to inform him that the aircraft was climbing toward me at my 12 O'clock position. No response from ATC. I made a second call to ATC, stating that the aircraft was climbing steeply into my flight path at my 12 O'clock position--no response from ATC. I idented the climbing aircraft as a commercial jet. I made a third call to ATC, that the climbing jet was approaching me at my 12 O'clock position and that I was turning left and descending to get out of his way. My distance from the airport was about 3 mi, and my altitude was 2400' AGL (no response from ATC). The airline pilot made a climbing left turn when he saw me, passing about 1/2 mi from me. He was climbing into a thick haze and low sun angle. ATC contacted me to say that the airline pilot had declared a near miss. ATC vectored me out of the arsa. Callback conversation with reporter revealed the following: reporter confirmed that when abe approach controller gave him the 'standby' response to his initial call-up, he used the proper call sign, thus establishing communication and legalizing reporter's entry into arsa. Reporter has not followed up with abe approach to find out what happened to cause poor ATC service.

ACFT BEGAN ITS TKOF ROLL AND STARTED ITS CLB. I CALLED ATC TO INFORM HIM THAT THE ACFT WAS CLBING TOWARD ME AT MY 12 O'CLOCK POS. NO RESPONSE FROM ATC. I MADE A SECOND CALL TO ATC, STATING THAT THE ACFT WAS CLBING STEEPLY INTO MY FLT PATH AT MY 12 O'CLOCK POS--NO RESPONSE FROM ATC. I IDENTED THE CLBING ACFT AS A COMMERCIAL JET. I MADE A THIRD CALL TO ATC, THAT THE CLBING JET WAS APCHING ME AT MY 12 O'CLOCK POS AND THAT I WAS TURNING LEFT AND DSNDING TO GET OUT OF HIS WAY. MY DISTANCE FROM THE ARPT WAS ABOUT 3 MI, AND MY ALT WAS 2400' AGL (NO RESPONSE FROM ATC). THE AIRLINE PLT MADE A CLBING LEFT TURN WHEN HE SAW ME, PASSING ABOUT 1/2 MI FROM ME. HE WAS CLBING INTO A THICK HAZE AND LOW SUN ANGLE. ATC CONTACTED ME TO SAY THAT THE AIRLINE PLT HAD DECLARED A NEAR MISS. ATC VECTORED ME OUT OF THE ARSA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR CONFIRMED THAT WHEN ABE APCH CTLR GAVE HIM THE 'STANDBY' RESPONSE TO HIS INITIAL CALL-UP, HE USED THE PROPER CALL SIGN, THUS ESTABLISHING COM AND LEGALIZING RPTR'S ENTRY INTO ARSA. RPTR HAS NOT FOLLOWED UP WITH ABE APCH TO FIND OUT WHAT HAPPENED TO CAUSE POOR ATC SVC.
