Narrative:
Our flight was cruising at 13000', cored our discretion to 5000' 6 mi west of lny VORTAC on V2 when ZHN called traffic at 12 O'clock, altitude unknown. We were eastbound; the traffic, wbound. We looked for the traffic with no joy, and the PF (first officer) commenced our descent. After calling out of 13000', I sighted the traffic at 10 O'clock, at our altitude, approximately 12500', less than 1/2 mi away. I called the traffic and idented it as an air taxi, fixed gear small transport (center controllers tracked the aircraft and idented it as a passenger-carrying air taxi). My concern was that a 135 air taxi operator was allowing its pilots to fly VFR with no center advisories directly over an arwy fix at, or close enough to, known air carrier cruising altitudes. This is an exceptionally dangerous practice, and is very common now that the traffic flow into kahului, maui, has been changed from a northern approach route to a southern approach. Numerous close calls and near misses have occurred, and this report is to document one more.

Title: CLOSE PROX ACR-MLG ATX-SMT OVER LHY VOR.
Narrative: OUR FLT WAS CRUISING AT 13000', CORED OUR DISCRETION TO 5000' 6 MI W OF LNY VORTAC ON V2 WHEN ZHN CALLED TFC AT 12 O'CLOCK, ALT UNKNOWN. WE WERE EBND; THE TFC, WBOUND. WE LOOKED FOR THE TFC WITH NO JOY, AND THE PF (F/O) COMMENCED OUR DSCNT. AFTER CALLING OUT OF 13000', I SIGHTED THE TFC AT 10 O'CLOCK, AT OUR ALT, APPROX 12500', LESS THAN 1/2 MI AWAY. I CALLED THE TFC AND IDENTED IT AS AN AIR TAXI, FIXED GEAR SMT (CENTER CTLRS TRACKED THE ACFT AND IDENTED IT AS A PAX-CARRYING AIR TAXI). MY CONCERN WAS THAT A 135 AIR TAXI OPERATOR WAS ALLOWING ITS PLTS TO FLY VFR WITH NO CENTER ADVISORIES DIRECTLY OVER AN ARWY FIX AT, OR CLOSE ENOUGH TO, KNOWN ACR CRUISING ALTS. THIS IS AN EXCEPTIONALLY DANGEROUS PRACTICE, AND IS VERY COMMON NOW THAT THE TFC FLOW INTO KAHULUI, MAUI, HAS BEEN CHANGED FROM A NORTHERN APCH ROUTE TO A SOUTHERN APCH. NUMEROUS CLOSE CALLS AND NEAR MISSES HAVE OCCURRED, AND THIS RPT IS TO DOCUMENT ONE MORE.
