Narrative:

I was working local control orf tower, and was working 3 aircraft, one landing, one short final, and air carrier X in position runway 5. I cleared air carrier X for takeoff when the runway was clear. Radar controller called up and informed me ngu tower had a helicopter northeast orf wbound. I observed the target approximately 2 mi nwbound. When air carrier X was midfield I observed the target turn swbound toward orf and called traffic to air carrier X. I was not talking to military helicopter Y. Air carrier X advised it was close and I switched air carrier X to departure. I was advised later that military helicopter Y was confused and thought he was landing at ngu. Helicopter pilots should be better trained to stay clear of air traffic area's and arsa airspace.

RADAR CTLR CALLED UP AND INFORMED ME NGU TWR HAD A HELI NE ORF WBOUND. I OBSERVED THE TARGET APPROX 2 MI NWBOUND. WHEN ACR X WAS MIDFIELD I OBSERVED THE TARGET TURN SWBOUND TOWARD ORF AND CALLED TFC TO ACR X. I WAS NOT TALKING TO MIL HELI Y. ACR X ADVISED IT WAS CLOSE AND I SWITCHED ACR X TO DEP. I WAS ADVISED LATER THAT MIL HELI Y WAS CONFUSED AND THOUGHT HE WAS LNDG AT NGU. HELI PLTS SHOULD BE BETTER TRAINED TO STAY CLEAR OF ATA'S AND ARSA AIRSPACE.
