Narrative:
I was working approach/departure control and observed an aircraft 12 mi west of the airport squawking XXXX sebnd at low altitude (mode C). The aircraft reached a point 10 south of the airport and turned northbound. The aircraft entered the air traffic area at 800' and was spotted by local controller using binoculars. The aircraft had no lights visible. Supplemental information from acn 130742: I observed the aircraft (military helicopter) in the air traffic area west/O lights. The aircraft was inside the airport traffic pattern, 1 mi south of the final approach course for runway 25. I broadcast on 243.0 several times for the military pilot to contact me. The aircraft proceeded southbound and re-entered the air traffic area about 10 mins later. The pilot finally contacted me after another broadcast on 243.0, and I idented him as military helicopter. The pilot violated both far 91 and our letter of agreement with the military garrison fort chaffee. Per the letter of agreement, all military pilots are to be briefed on the operating procedures in the fort chaffee area. This is an ongoing problem. I feel the pilots are still not getting the proper information. Returning to acn 130797: the supervisor on duty called fort chaffee, who said they didn't know who the aircraft was. Later the aircraft called on ground control and was positively idented as military helicopter. The pilot advised he was unfamiliar with the helipads at fort chaffee and was directed by ground control (using the south radar scope) to them. The aircraft then landed.

Title: MIL PLT ENTERED ATA WITHOUT CLRNC. PLT DEVIATION. SITUATION. THIS IS AN ONGOING PROBLEM WITH MIL HELICOPTER PLTS IN THE FSM ATA.
Narrative: I WAS WORKING APCH/DEP CTL AND OBSERVED AN ACFT 12 MI W OF THE ARPT SQUAWKING XXXX SEBND AT LOW ALT (MODE C). THE ACFT REACHED A POINT 10 S OF THE ARPT AND TURNED NBND. THE ACFT ENTERED THE ATA AT 800' AND WAS SPOTTED BY LCL CTLR USING BINOCULARS. THE ACFT HAD NO LIGHTS VISIBLE. SUPPLEMENTAL INFO FROM ACN 130742: I OBSERVED THE ACFT (MIL HELI) IN THE ATA W/O LIGHTS. THE ACFT WAS INSIDE THE ARPT TFC PATTERN, 1 MI S OF THE FINAL APCH COURSE FOR RWY 25. I BROADCAST ON 243.0 SEVERAL TIMES FOR THE MIL PLT TO CONTACT ME. THE PLT ADVISED HE WAS UNFAMILIAR WITH THE HELIPADS AT FORT CHAFFEE AND WAS DIRECTED BY GND CTL (USING THE S RADAR SCOPE) TO THEM. THE ACFT THEN LANDED.
