Narrative:
[Aircraft X's] flight plan [included] fkn iso; but he flew down J193 to cvi. This is a common occurrence at sector 34. I've turned it in to the supervisor and operations manager in the past. It has been an issue at dca in the past. I don't know what happened tonight; but it is really unsafe. I was trying to get him higher through FL340 traffic that I had. I almost issued FL340 when I saw he was not on course. I asked him where he was going and he said to cvi. I asked if that was what he was issued off the ground and he said; it's what was in our flight plan. We were not showing the same thing. This has been an issue for at least 3 years. It seemed to have been fixed; but in the last few months I've seen it several times and have now had 2 close calls with it. We need to find out what the problem is with the issuing of this route at the towers. I find it hard to believe that all of these occurrences are pilot error.

Title: ZDC Center Controller reports of a close call because an aircraft was on a different route than what ATC had. This has been a problem in the past but was reported to be fixed. Problem of incorrect routing is surfacing again.
