Narrative:
The cabin reading lights at row 9 and 10 as well as the first 3 rows of coach would not turn off. [Maintenance control] was consulted and several resets by the purser were tried; nothing worked. I was told again by [maintenance control] that it was a known and constant problem; I've written this up before. In the process of the resets; it caused the pilots bunk reading lights to cycle on and off; disturbing the resting pilots crew rest. That makes that rest area not a class 1 facility; and a violation of far 117 rules. This must get fixed in a timely fashion or crews might not take aircraft with this known problem.

Title: Captain reported several rows of cabin lighting would not turn off. The reset procedure caused the crew rest area lighting to cycle on/off; impinging FAR 117 rest requirements. This was reported as a chronic occurrence.
