Narrative:
On 11/sat/89, I rented an small aircraft for a 2-DAY flight to great harbour cay in the bahamas. The aircraft was rented from FBO in west palm beach, fl. All documents were in place. There was a temporary regulation certificate (pink slip) in the aircraft. The renter had advised me that the aircraft was legal to fly international. The trip was completed and we returned on 11/sun/89. We went on to customs, where after their inspection of the aircraft documents, I was informed that due to the aircraft having only a pink slip regulation they were going to have to write out a violation per ICAO 91. At no time was I aware of this ruling. I was not able to find it written anywhere. The cause for this violation I believe is the failure of the FBO to keep up with the rules of regulations for international flight of private aircraft they rent out.

Title: GA PLT CITED FOR OPERATING AN INTERNATIONAL FLT WITHOUT REQUIRED ACFT REGISTRATION ON BOARD.
Narrative: ON 11/SAT/89, I RENTED AN SMA FOR A 2-DAY FLT TO GREAT HARBOUR CAY IN THE BAHAMAS. THE ACFT WAS RENTED FROM FBO IN WEST PALM BEACH, FL. ALL DOCUMENTS WERE IN PLACE. THERE WAS A TEMPORARY REG CERTIFICATE (PINK SLIP) IN THE ACFT. THE RENTER HAD ADVISED ME THAT THE ACFT WAS LEGAL TO FLY INTL. THE TRIP WAS COMPLETED AND WE RETURNED ON 11/SUN/89. AT NO TIME WAS I AWARE OF THIS RULING. I WAS NOT ABLE TO FIND IT WRITTEN ANYWHERE. THE CAUSE FOR THIS VIOLATION I BELIEVE IS THE FAILURE OF THE FBO TO KEEP UP WITH THE RULES OF REGS FOR INTL FLT OF PVT ACFT THEY RENT OUT.
