Narrative:
We were cleared for takeoff on runway 25R at intersection 47. We were also instructed just after takeoff to overfly the left runway. The first officer, was was flying, attempted to comply with these instructions, but inadvertently overcompensated in the overflying of the left runway and clipped the corner of a residential area under our departure track. Considerations in human performance in this situation might be the pairing of a relatively new captain (6 months) and a relatively new (6 months) first officer together. The rapid turnover amongst the commuter airlines has drained them of experience capts.
Original NASA ASRS Text
Title: COMMUTER MDT LOW FLT OVER NOISE SENSITIVE AREA NEAR LAX.
Narrative: WE WERE CLRED FOR TKOF ON RWY 25R AT INTXN 47. WE WERE ALSO INSTRUCTED JUST AFTER TKOF TO OVERFLY THE LEFT RWY. THE F/O, WAS WAS FLYING, ATTEMPTED TO COMPLY WITH THESE INSTRUCTIONS, BUT INADVERTENTLY OVERCOMPENSATED IN THE OVERFLYING OF THE LEFT RWY AND CLIPPED THE CORNER OF A RESIDENTIAL AREA UNDER OUR DEP TRACK. CONSIDERATIONS IN HUMAN PERFORMANCE IN THIS SITUATION MIGHT BE THE PAIRING OF A RELATIVELY NEW CAPT (6 MONTHS) AND A RELATIVELY NEW (6 MONTHS) F/O TOGETHER. THE RAPID TURNOVER AMONGST THE COMMUTER AIRLINES HAS DRAINED THEM OF EXPERIENCE CAPTS.
