Narrative:
Pilot reported to FBO desk with intent to fly locally. Aircraft at FBO's tiedown, having been towed there by FBO personnel 2 days earlier. Pilot performed preflight checks, contacted clearance and ground and obtained clearance to taxi runway 13L. Began forward motion while testing brakes and then discovered own left wingtip riding on top of an small transport right wingtip. Slight but noticeable damage caused to upper wing panels of small transport. Accident occurred because of pilot's lack of experience of tiedowns where planes are stacked closely. Insufficient vigilance during preflight checks caused pilot to miss the fact that own aircraft's wing overlapped small transport wing by approximately 8 inches. Own aircraft's wing judged to have been approximately 4' behind small transport at beginning of forward roll. Pilots need to be aware that certain FBO's do stack planes tightly to conserve ramp space. As a matter of routine a pilot should ask for his/her plane to be towed to relative safety of wide ramp prior to operating, especially if the plane had been tied down by FBO's personnel in the first place. Special attention should be noted of own plane's position relative to other planes during preflight checks. No assumptions should be made about the safety of a tiedown. The same level of awareness should be afforded to taxiing situations as to flying the aircraft.

Title: SMA PLT TAXIING OUT OF PARKING SPACE BUMPS HIS WINGTIP ON THAT OF ANOTHER ACFT DUE TO CLOSE PROX OF PARKED AIRPLANES.
Narrative: PLT REPORTED TO FBO DESK WITH INTENT TO FLY LOCALLY. ACFT AT FBO'S TIEDOWN, HAVING BEEN TOWED THERE BY FBO PERSONNEL 2 DAYS EARLIER. PLT PERFORMED PREFLT CHECKS, CONTACTED CLRNC AND GND AND OBTAINED CLRNC TO TAXI RWY 13L. BEGAN FORWARD MOTION WHILE TESTING BRAKES AND THEN DISCOVERED OWN LEFT WINGTIP RIDING ON TOP OF AN SMT RIGHT WINGTIP. SLIGHT BUT NOTICEABLE DAMAGE CAUSED TO UPPER WING PANELS OF SMT. THE SAME LEVEL OF AWARENESS SHOULD BE AFFORDED TO TAXIING SITUATIONS AS TO FLYING THE ACFT.
