Narrative:
We were last aircraft on ILS approach to 23L at cleveland before airport switched to approach to 5R. We were at 400' AGL still IMC when the ILS signal to 23L went off the air, so we performed a go-around and did an approach and landing to 5R. Arrival controller did not check with tower before switching ILS. We were left in the lurch at 400' IMC.

Narrative: WE WERE LAST ACFT ON ILS APCH TO 23L AT CLEVELAND BEFORE ARPT SWITCHED TO APCH TO 5R. WE WERE AT 400' AGL STILL IMC WHEN THE ILS SIGNAL TO 23L WENT OFF THE AIR, SO WE PERFORMED A GO-AROUND AND DID AN APCH AND LNDG TO 5R. ARR CTLR DID NOT CHECK WITH TWR BEFORE SWITCHING ILS. WE WERE LEFT IN THE LURCH AT 400' IMC.
