Narrative:
First of all, I'm not sure that an incident occurred. I am the builder/owner of an ultralight aircraft. The weekend of sat and sun I made pleasure flts (solo) with prior clearance from control tower south of the centerline of active runway 25. I was in contact with tower at all times and was cleared to operate offshore at or below 200' MSL. My aircraft stalls at 25 mph and on sat there was approximately 10 KTS of headwind as I flew south offshore. The tide was out, and I was flying inside of the surfers (but offshore) at a ground speed of approximately 15 mph waving at the people on the beach. I was later informed by rumor that someone had complained about my flying over the beach and a public park -- which just is not true.

Title: PLT OF ULTRALIGHT IS CONCERNED THAT SOMEONE HAS COMPLAINED ABOUT HIS FLYING LOW OVER OXNARD BEACH.
Narrative: FIRST OF ALL, I'M NOT SURE THAT AN INCIDENT OCCURRED. I AM THE BUILDER/OWNER OF AN ULTRALIGHT ACFT.
