Narrative:
Small transport X was level at 11,000' working the next controller. The data block was dropped. Air carrier Y off ind was climbed to FL230 through small transport X's altitude. The mistake was noticed and air carrier Y was told to maintain 10,000'. However, the clearance was issued too late to maintain separation.
