Narrative:

We took off from rialto, requested arsa clearance to chino, and we were asked to remain clear of arsa, call back 5 mins. In the meantime, we proceeded to climb outside of the arsa, called back after 5 mins, and asked if he had time to handle us. The only answer we got was 'no'. This event occurs so often in the ontario basin where my plane is based, that it is obvious there is little being done to help the situation. This past year I've noticed the situation getting worse. They obviously are not upgrading or hiring additional staff to cope with the ever increasing traffic problem. Sooner or later this has got to lead to more accidents with planes trying to skirt around the arsa.

Title: PLT OF SMA REQUEST FOR RADAR THROUGH ARSA DENIED BY CTLR.

Narrative: WE TOOK OFF FROM RIALTO, REQUESTED ARSA CLRNC TO CHINO, AND WE WERE ASKED TO REMAIN CLEAR OF ARSA, CALL BACK 5 MINS. THIS EVENT OCCURS SO OFTEN IN THE ONTARIO BASIN WHERE MY PLANE IS BASED, THAT IT IS OBVIOUS THERE IS LITTLE BEING DONE TO HELP THE SITUATION. THIS PAST YEAR I'VE NOTICED THE SITUATION GETTING WORSE. THEY OBVIOUSLY ARE NOT UPGRADING OR HIRING ADDITIONAL STAFF TO COPE WITH THE EVER INCREASING TFC PROBLEM. SOONER OR LATER THIS HAS GOT TO LEAD TO MORE ACCIDENTS WITH PLANES TRYING TO SKIRT AROUND THE ARSA.
