Narrative:

Left downwind at night at guam for 6L, field in sight, cleared for visual. Entered clouds/shower on base. Instructed first officer flying to fly 8 mi arc as shown on ILS approach chart (we were within a mi of being established on arc already). I also instructed him to maintain his altitude at 2300' (the vectoring/initial approach altitude) and intercept the 6L localizer. In and out of clouds, some ground contact, first officer overshot localizer. Tower called to ask if we still had airport in sight. I replied 'negative'. Changed back to approach and we were given vectors back for the ILS. Made normal approach and landing. Second officer said he saw localizer needle come alive the first time and called out, 'course alive'. But with pneumatic rain removal on and his 'soft' voice, we did not hear him. His voice just does not carry in the cockpit and I advised him of this. I also criticized him for not getting our attention -- somehow. First officer radio was on localizer and I was on VOR on which approach is predicated. Embarrassed/angry at myself and crew, I then overshot the gate 'lead in' lines and had to taxi around for another try. Will definitely ask for instrument approach now in any marginal conditions, especially at night. (First officer was hand flying and in turn starting to descend when entering IMC. I concentrated on control of aircraft first. Communicating with tower/approach second.)
