Narrative:
Our aircraft was on a local instrument training flight in VMC. A student occupied the front left seat, and his instrument occupied the front right seat. I was seated in the rear right seat as part of an observer training program. The student was under the hood executing the 10 DME arc on the VOR-a approach. The instrument's attention was on the student's actions and not outside the plane. My forward view was completely obstructed because of the aircraft's confign. I observed the wing of an small aircraft Y pass directly under my side window. By my estimation, we had no horizontal sep, and no more than 200' of vertical clearance. Prc is home to aeronautical university and 3 other large flight schools. These combined schools have over 65 training aircraft. Because of the favorable WX in az, it is not uncommon to have the majority of these planes airborne at one time. Prc ATC tower is a non-radar (no tower BRITE) non-approach control, VFR tower. Prc tower attempts to provide approach control service to aircraft conducting practice instrument approachs. This type of activity has grown to dangerous proportions in the vicinity of love field. Besides the problem of prc tower being unable to provide sep between these aircraft, frequency congestion is causing a severe safety problem on the runways at love field. The tower is unable to issue clrncs due to the constant blocking by 2 xmissions at once. Additional problem: outside the air traffic area, the practice areas utilized by the 4 flight schools overlap. This causes a severe traffic congestion problem. Corrective actions: install BRITE radar in the prc ATC tower cabin, have FSDO delegate practice areas, and install parallel runway that has been planned for a long time.

Title: CLOSE PROX 2 GA-SMA TRAINING ACFT IN PRC AREA.
Narrative: OUR ACFT WAS ON A LCL INSTRUMENT TRNING FLT IN VMC. A STUDENT OCCUPIED THE FRONT LEFT SEAT, AND HIS INSTR OCCUPIED THE FRONT RIGHT SEAT. I WAS SEATED IN THE REAR RIGHT SEAT AS PART OF AN OBSERVER TRNING PROGRAM. THE STUDENT WAS UNDER THE HOOD EXECUTING THE 10 DME ARC ON THE VOR-A APCH. THE TWR IS UNABLE TO ISSUE CLRNCS DUE TO THE CONSTANT BLOCKING BY 2 XMISSIONS AT ONCE. ADDITIONAL PROB: OUTSIDE THE ATA, THE PRACTICE AREAS UTILIZED BY THE 4 FLT SCHOOLS OVERLAP. THIS CAUSES A SEVERE TFC CONGESTION PROB. CORRECTIVE ACTIONS: INSTALL BRITE RADAR IN THE PRC ATC TWR CABIN, HAVE FSDO DELEGATE PRACTICE AREAS, AND INSTALL PARALLEL RWY THAT HAS BEEN PLANNED FOR A LONG TIME.
