Narrative:
Busy VFR traffic with a various mix of general aviation aircraft. The tower was working 2 runways (28 & 33). The local controller gave permission to the ground controller to use runway 33 continuously for active xings. The traffic pattern became saturated with 9 in the pattern, 5 aircraft ready for departure, 4 additional inbound VFR aircraft were instructed to hold outside the air traffic area. The local controller issued a landing clearance to an small aircraft to land runway 33, and did not coordinate with the ground controller. The small aircraft was rolling out when the ground controller noticed the small aircraft rolling out, then instructed conflicting aircraft to hold short. The tower controller was recently checked out as an fpl at the facility. There was no accident.

Title: SMA LANDED ON RWY OCCUPIED BY ANOTHER ACFT.
Narrative: BUSY VFR TFC WITH A VARIOUS MIX OF GENERAL AVIATION ACFT. THE TWR WAS WORKING 2 RWYS (28 & 33). THE LCL CTLR GAVE PERMISSION TO THE GND CTLR TO USE RWY 33 CONTINUOUSLY FOR ACTIVE XINGS. THE TFC PATTERN BECAME SATURATED WITH 9 IN THE PATTERN, 5 ACFT READY FOR DEP, 4 ADDITIONAL INBND VFR ACFT WERE INSTRUCTED TO HOLD OUTSIDE THE ATA. THE LCL CTLR ISSUED A LNDG CLRNC TO AN SMA TO LAND RWY 33, AND DID NOT COORDINATE WITH THE GND CTLR. THE SMA WAS ROLLING OUT WHEN THE GND CTLR NOTICED THE SMA ROLLING OUT, THEN INSTRUCTED CONFLICTING ACFT TO HOLD SHORT. THE TWR CTLR WAS RECENTLY CHECKED OUT AS AN FPL AT THE FAC. THERE WAS NO ACCIDENT.
