Narrative:
Runway sep was lost between small aircraft X and small aircraft Y. Small aircraft X was departing runway 23. Small aircraft Y was landing runway 23 and crossed the threshold, while small aircraft X was only 1800' from the threshold on takeoff roll. Problem arose when local controller taxied small aircraft X into position while small aircraft Y was on 3/4 mi final. The non-radar approach controller observed the runway incursion. No corrective action was taken by the local controller.

Title: SMA LANDED WITH ANOTHER ACFT ON THE RWY.
Narrative: RWY SEP WAS LOST BTWN SMA X AND SMA Y. SMA X WAS DEPARTING RWY 23. SMA Y WAS LNDG RWY 23 AND CROSSED THE THRESHOLD, WHILE SMA X WAS ONLY 1800' FROM THE THRESHOLD ON TKOF ROLL. PROB AROSE WHEN LCL CTLR TAXIED SMA X INTO POS WHILE SMA Y WAS ON 3/4 MI FINAL. THE NON-RADAR APCH CTLR OBSERVED THE RWY INCURSION. NO CORRECTIVE ACTION WAS TAKEN BY THE LCL CTLR.
