Narrative:
An small aircraft had taken off approximately 3 mins prior to us on runway 22. We were cleared for departure. On switching to departure control, we were cleared direct lasso. It didn't sound like the controller knew what he was talking about--so we discussed how we were filed (and cleared), and then were cleared direct vin. We turned right to 268 degrees and was climbing through 3500' and saw an small aircraft converging from about 2 O'clock and approximately 100 yds or less. PF called the traffic and banked left away from the conflict. I queried departure about the incident (we weren't happy) and asked why the traffic wasn't pointed out to us or the small aircraft. The answer was we were in radar contact and the tower had us in sight (later discussion on the phone--they said the targets had not merged on radar, so there wasn't a problem). I told departure that wasn't acceptance. The tower, at that distance, could not evaluate the conflict. Plus, since we weren't talking to the tower, they couldn't warn us of the conflict. The pilot of the small aircraft also called on the frequency and said it was too close. In springfield they are always training controllers. The quality and flow of air traffic has deteriorated drastically in thee last 2 yrs. The supervisor training these people need to keep better vigilance over the trnees. Also, we are in the business as a profession; we don't need to be used as a training exercise all the time--it isn't timely or safe for us or our passenger.

Title: CGA CAME IN CLOSE PROX TO ANOTHER ACFT AFTER TKOF.
Narrative: AN SMA HAD TAKEN OFF APPROX 3 MINS PRIOR TO US ON RWY 22. WE WERE CLRED FOR DEP. ON SWITCHING TO DEP CTL, WE WERE CLRED DIRECT LASSO. IT DIDN'T SOUND LIKE THE CTLR KNEW WHAT HE WAS TALKING ABOUT--SO WE DISCUSSED HOW WE WERE FILED (AND CLRED), AND THEN WERE CLRED DIRECT VIN. WE TURNED RIGHT TO 268 DEGS AND WAS CLBING THROUGH 3500' AND SAW AN SMA CONVERGING FROM ABOUT 2 O'CLOCK AND APPROX 100 YDS OR LESS. PF CALLED THE TFC AND BANKED LEFT AWAY FROM THE CONFLICT. I QUERIED DEP ABOUT THE INCIDENT (WE WEREN'T HAPPY) AND ASKED WHY THE TFC WASN'T POINTED OUT TO US OR THE SMA. THE ANSWER WAS WE WERE IN RADAR CONTACT AND THE TWR HAD US IN SIGHT (LATER DISCUSSION ON THE PHONE--THEY SAID THE TARGETS HAD NOT MERGED ON RADAR, SO THERE WASN'T A PROB). THE SUPVR TRNING THESE PEOPLE NEED TO KEEP BETTER VIGILANCE OVER THE TRNEES. ALSO, WE ARE IN THE BUSINESS AS A PROFESSION; WE DON'T NEED TO BE USED AS A TRNING EXERCISE ALL THE TIME--IT ISN'T TIMELY OR SAFE FOR US OR OUR PAX.
