Narrative:

Aircraft X checked in on tower requesting landing. I advised aircraft X cleared to land. Aircraft Y checked in requesting landing. I cleared aircraft Y to land and advised aircraft Y that there was traffic on 1.5 mile final. I observed aircraft X rolling out on the runway and instructed aircraft X to cross parallel runway and say gate assignment. Aircraft X told me his gate assignment. Aircraft X then advised me there were barricades on taxiway blocking his ability to cross the parallel runway. I advised aircraft X that taxiway closure was on ATIS and standby. I advised aircraft X to call company to get a tow vehicle to assist in getting aircraft off closed taxiway. I asked aircraft X to move up as much as possible to clear the runway. [Airport operations] advised me they would move the barricades. I advised aircraft X of this and asked if aircraft X could move forward more to ensure that the runway was completely clear. Aircraft X advised me that he could move up 10 more feet. I observed that the runway was clear. Aircraft Y asked if he was cleared to land. I restated aircraft Y's landing clearance and told aircraft Y that the runway was clear. I advised aircraft Y to cross the parallel runway and taxi to his gate. Aircraft X asked if he could cross the parallel runway and taxi to his gate when barricades were moved. Airport [operations] advised me that barricades were moved and that aircraft X could follow airport [operations] vehicle to cross the parallel runway. I advised aircraft X to follow the airport [operations] vehicle and cross the parallel runway and taxi to his gate.the taxiway closure was on the ATIS and NOTAMS had been issued. Pilots must have some responsibility to ensure they do not exit runways onto closed and barricaded taxiways. There were adequate barricades at the taxiway and they were well lit. I guess even more lights could be used at closed taxiways and maybe if the sfo smgcs (surface movement guidance and control system) were operational; this may have added some sort of lit hold bars; I am not sure how the smgcs works though.
