Narrative:
Air carrier flight xx was west of dca VOR, descending inbound on a 90 degree course for a landing at bwi. We had been cleared direct bwi, but that clearance was rescinded and we were reclred direct dca, direct bwi. The copilot was flying the aircraft and had a course needle centered on 90 degrees in his window. I remember distinctly commenting on the washington monument, which was visible out to my left about 40 degrees from the vertical. I could also see both approachs to the memorial, key and 14ST street bridges from va into dc. Over dca we made a shallow turn to proceed direct to bwi. We proceeded to bwi and upon landing were told to call dca approach controller by phone. I called and the supervisor answered. When I idented myself, he said '...you did nothing wrong. You followed our clearance precisely--however the white house called and claims you flew over them. We argued that our radar pilot showed you well clear, and a printout of our pilot will substantiate that fact.' the fact that I could see all the landmarks would indicate that we were indeed well south of the river and a 20 degree heading change didn't bring us close enough to the white house to warrant all this fuss.

Title: ALLEGED ENTRY INTO P56 BY ACR LGT.
Narrative: ACR FLT XX WAS W OF DCA VOR, DSNDING INBND ON A 90 DEG COURSE FOR A LNDG AT BWI. WE HAD BEEN CLRED DIRECT BWI, BUT THAT CLRNC WAS RESCINDED AND WE WERE RECLRED DIRECT DCA, DIRECT BWI. THE COPLT WAS FLYING THE ACFT AND HAD A COURSE NEEDLE CENTERED ON 90 DEGS IN HIS WINDOW. I REMEMBER DISTINCTLY COMMENTING ON THE WASHINGTON MONUMENT, WHICH WAS VISIBLE OUT TO MY LEFT ABOUT 40 DEGS FROM THE VERT. I COULD ALSO SEE BOTH APCHS TO THE MEMORIAL, KEY AND 14ST STREET BRIDGES FROM VA INTO DC. OVER DCA WE MADE A SHALLOW TURN TO PROCEED DIRECT TO BWI. WE PROCEEDED TO BWI AND UPON LNDG WERE TOLD TO CALL DCA APCH CTLR BY PHONE. I CALLED AND THE SUPVR ANSWERED. WHEN I IDENTED MYSELF, HE SAID '...YOU DID NOTHING WRONG. YOU FOLLOWED OUR CLRNC PRECISELY--HOWEVER THE WHITE HOUSE CALLED AND CLAIMS YOU FLEW OVER THEM. WE ARGUED THAT OUR RADAR PLT SHOWED YOU WELL CLR, AND A PRINTOUT OF OUR PLT WILL SUBSTANTIATE THAT FACT.' THE FACT THAT I COULD SEE ALL THE LANDMARKS WOULD INDICATE THAT WE WERE INDEED WELL S OF THE RIVER AND A 20 DEG HDG CHANGE DIDN'T BRING US CLOSE ENOUGH TO THE WHITE HOUSE TO WARRANT ALL THIS FUSS.
