Narrative:

ZMA boyle sector handed off air carrier Z, FL330 on a heading to intercept J53 north of orl, and air carrier Y, climbing to FL330 heading 325 degree to intercept J53 north of orl to the jacksonville center keystone sector. Boyle stated that air carrier Y was a bit faster than air carrier Z and keystone sector said he would separate the aircraft. At approximately the same time boyle handed off air carrier X to the ZJX green cove sector at FL290 and pointed out air carrier Y to the green cove sector. Upon questioning air carrier Z said he was on a heading of 320 but was turning to go outbnd (J58). Keystone advised air carrier Y to maintain FL310. Air carrier Z was then told to fly heading 350 degree until receiving sav then proceed direct. Air carrier X was told to fly heading 025 degree until intercepting J53. A minute later the green cove sector asked keystone about air carrier Y. Keystone controller looked on green cove's scope and observed air carrier Y's target inside a 5 mi circle green cove had put around air carrier X's target. Air carrier X at FL290. Air carrier Y at FL306. Green cove stated that he had turned air carrier X but it didn't appear that he took the turn. Air carrier Y was told to climb to FL330 and expedite out of FL310. At that time the conflict alert activated but separation (5 mi, 2000') had already been lost. ZMA did not initially provide adequate separation between air carrier Z and air carrier Y causing keystone to take corrective action. ZMA did not provide ensured separation between air carrier X and air carrier Y. ZMA did not point out air carrier X to the keystone sector. ZMA did not have air carrier Z and air carrier Y over orl as per the ZJX/ZMA letter of agreement. Air carrier X did not fly J53 as cleared. (Approximately 6 mi east of airway.) green cove did not give adequate turn to air carrier X. Green cove did not give adequate warning to keystone. Keystone turned air carrier Y 10 degree without coordinating with green cove.

Narrative: ZMA BOYLE SECTOR HANDED OFF ACR Z, FL330 ON A HDG TO INTERCEPT J53 N OF ORL, AND ACR Y, CLIMBING TO FL330 HDG 325 DEG TO INTERCEPT J53 N OF ORL TO THE JACKSONVILLE CENTER KEYSTONE SECTOR. BOYLE STATED THAT ACR Y WAS A BIT FASTER THAN ACR Z AND KEYSTONE SECTOR SAID HE WOULD SEPARATE THE ACFT. AT APPROX THE SAME TIME BOYLE HANDED OFF ACR X TO THE ZJX GREEN COVE SECTOR AT FL290 AND POINTED OUT ACR Y TO THE GREEN COVE SECTOR. UPON QUESTIONING ACR Z SAID HE WAS ON A HDG OF 320 BUT WAS TURNING TO GO OUTBND (J58). KEYSTONE ADVISED ACR Y TO MAINTAIN FL310. ACR Z WAS THEN TOLD TO FLY HDG 350 DEG UNTIL RECEIVING SAV THEN PROCEED DIRECT. ACR X WAS TOLD TO FLY HDG 025 DEG UNTIL INTERCEPTING J53. A MINUTE LATER THE GREEN COVE SECTOR ASKED KEYSTONE ABOUT ACR Y. KEYSTONE CTLR LOOKED ON GREEN COVE'S SCOPE AND OBSERVED ACR Y'S TARGET INSIDE A 5 MI CIRCLE GREEN COVE HAD PUT AROUND ACR X'S TARGET. ACR X AT FL290. ACR Y AT FL306. GREEN COVE STATED THAT HE HAD TURNED ACR X BUT IT DIDN'T APPEAR THAT HE TOOK THE TURN. ACR Y WAS TOLD TO CLIMB TO FL330 AND EXPEDITE OUT OF FL310. AT THAT TIME THE CONFLICT ALERT ACTIVATED BUT SEPARATION (5 MI, 2000') HAD ALREADY BEEN LOST. ZMA DID NOT INITIALLY PROVIDE ADEQUATE SEPARATION BETWEEN ACR Z AND ACR Y CAUSING KEYSTONE TO TAKE CORRECTIVE ACTION. ZMA DID NOT PROVIDE ENSURED SEPARATION BETWEEN ACR X AND ACR Y. ZMA DID NOT POINT OUT ACR X TO THE KEYSTONE SECTOR. ZMA DID NOT HAVE ACR Z AND ACR Y OVER ORL AS PER THE ZJX/ZMA LETTER OF AGREEMENT. ACR X DID NOT FLY J53 AS CLRED. (APPROX 6 MI E OF AIRWAY.) GREEN COVE DID NOT GIVE ADEQUATE TURN TO ACR X. GREEN COVE DID NOT GIVE ADEQUATE WARNING TO KEYSTONE. KEYSTONE TURNED ACR Y 10 DEG WITHOUT COORDINATING WITH GREEN COVE.
