Narrative:
While working the local control position at prc ATC tower, the ground controller taxied an aircraft across an active runway immediately after I had cleared an aircraft for takeoff on that runway. The aircraft nearly collided with less than 100' separation. I was very busy and fatigued having worked over 100 aircraft already on the local position. Prescott ATC tower does not have BRITE radar and the workload is very high. An additional factor contributing to the workload is management's decisions to have the tower work all aircraft requesting VFR practice instrument apches to the airport. These aircraft should contact ZAB as that facility is the approach control service to this airfield. In addition my first line supervisor was coordinating for me with the ground controller. This was contrary to my desires, however, he was my supervisor so I had to go along. I believe this contributed greatly to this incident. Corrective actions: review management's qualifications for their jobs. With the increase of traffic and the lack of equipment for controllers to use, I seriously doubt management's ability to handle the job at hand.

Title: ACFT CROSSED THE RWY WHILE ANOTHER ACFT WAS DEPARTING.
Narrative: WHILE WORKING THE LCL CTL POSITION AT PRC ATC TWR, THE GND CTLR TAXIED AN ACFT ACROSS AN ACTIVE RWY IMMEDIATELY AFTER I HAD CLRED AN ACFT FOR TKOF ON THAT RWY. THE ACFT NEARLY COLLIDED WITH LESS THAN 100' SEPARATION. I WAS VERY BUSY AND FATIGUED HAVING WORKED OVER 100 ACFT ALREADY ON THE LCL POSITION. PRESCOTT ATC TWR DOES NOT HAVE BRITE RADAR AND THE WORKLOAD IS VERY HIGH. AN ADDITIONAL FACTOR CONTRIBUTING TO THE WORKLOAD IS MGMNT'S DECISIONS TO HAVE THE TWR WORK ALL ACFT REQUESTING VFR PRACTICE INSTRUMENT APCHES TO THE ARPT. THESE ACFT SHOULD CONTACT ZAB AS THAT FAC IS THE APCH CTL SERVICE TO THIS AIRFIELD. IN ADDITION MY FIRST LINE SUPVR WAS COORDINATING FOR ME WITH THE GND CTLR. THIS WAS CONTRARY TO MY DESIRES, HOWEVER, HE WAS MY SUPVR SO I HAD TO GO ALONG. I BELIEVE THIS CONTRIBUTED GREATLY TO THIS INCIDENT. CORRECTIVE ACTIONS: REVIEW MGMNT'S QUALIFICATIONS FOR THEIR JOBS. WITH THE INCREASE OF TFC AND THE LACK OF EQUIPMENT FOR CTLRS TO USE, I SERIOUSLY DOUBT MGMNT'S ABILITY TO HANDLE THE JOB AT HAND.
