Narrative:
Cargo aircraft air carrier small transport X parked south side at FBO was issued taxi clearance to runway 28. Aircraft taxied across active runway 28 at G taxiway to north side while aircraft on takeoff roll. South side taxiway hotel was open. Commuter aircraft air carrier light transport Y given position and hold. Aircraft cleared for takeoff after scan of runway 28. As aircraft began takeoff roll second scanning showed air carrier X crossing mid runway 6800 ft at G taxiway. Air carrier Y was passing M taxiway on takeoff roll when cargo air carrier X cleared runway at G. 5200 ft between aircraft. Ground controller notified immediately when air carrier X seen. Ground controller questioned pilot-response was 'that's the way we always taxi.' other factors - at the time - the cargo ramp had a very bright light on, aimed at the tower which reduced visibility and scanning capabilities. The supervisor was on the phone with cargo to extinguish light at the time of the incident. Perception - cargo pilot was not up to date or current in FARS or familiar with taxi procedures.

Narrative: CARGO ACFT ACR SMT X PARKED S SIDE AT FBO WAS ISSUED TAXI CLRNC TO RWY 28. ACFT TAXIED ACROSS ACTIVE RWY 28 AT G TAXIWAY TO N SIDE WHILE ACFT ON TKOF ROLL. S SIDE TAXIWAY HOTEL WAS OPEN. COMMUTER ACFT ACR LTT Y GIVEN POS AND HOLD. ACFT CLRED FOR TKOF AFTER SCAN OF RWY 28. AS ACFT BEGAN TKOF ROLL SECOND SCANNING SHOWED ACR X XING MID RWY 6800 FT AT G TAXIWAY. ACR Y WAS PASSING M TAXIWAY ON TKOF ROLL WHEN CARGO ACR X CLRED RWY AT G. 5200 FT BTWN ACFT. GND CTLR NOTIFIED IMMEDIATELY WHEN ACR X SEEN. GND CTLR QUESTIONED PLT-RESPONSE WAS 'THAT'S THE WAY WE ALWAYS TAXI.' OTHER FACTORS - AT THE TIME - THE CARGO RAMP HAD A VERY BRIGHT LIGHT ON, AIMED AT THE TWR WHICH REDUCED VISIBILITY AND SCANNING CAPABILITIES.
