Narrative:

I was piloting my robinson R44 on a tour reporting routine traffic calls throughout the tour and switched over to ZZZ tower prior to entering the delta airspace for my approach back to my helipad. Upon the approach to my heliport; I just happened to see a bell 206 flying low level making aggressive turns within the ZZZ delta airspace not making calls to tower nor traffic advisory calls as all of the other tour operators do within the area. As soon as I saw the aircraft I made an immediate left turn to avoid collision and continued my normal approach into my heliport which is located just over 3 miles from the airport. I never did hear from the other aircraft the remainder of the day and yet they continued flying within the delta airspace aggressive with no radio calls to tower or traffic in the area. The bell 206 is another tour operator in the area that is very familiar with the tour operations and radio call expectations. This particular pilot seems to be getting more aggressive and not communicating on the radio to other operators on a majority of their flights making our flying as well as anyone else flying in the area at much more risk. A similar incident has occurred within a couple more days and the tower has been notified. I am concerned not only for my safety but for those in my aircraft as well as anyone else that is in that aircraft.
