Narrative:
While on approximately a 6 mile final to runway 08 at fxe; we had a near midair collision with a cessna 172. During the approach we began hearing another aircraft attempting to contact tower using a hand held radio. The use of the hand held made it difficult for fxe tower and us to determine the other pilot's intentions. While the tower controllers were trying to establish a position on the plane; the pilot monitoring called my attention to the traffic which I estimate was 300 ft ahead and to the left at the same altitude. I was positioned on the localizer and glideslope for runway 08 with the autopilot disconnected and made an evasive maneuver to the right. I estimate the bank of turn was 30 degrees and no more than 20 degrees of heading change. We quickly over took the traffic and continued the approach to an uneventful landing. Due to the fact the other plane had a failure of its transponder; we did not receive any TCAS advisories. Nothing more than see and avoid vigilance.

Title: Hawker 800 Captain reports NMAC with C172 during ILS approach to FXE. C172 pilot had apparently experienced an electrical failure and was communicating with a nearly unreadable hand held radio.
