Narrative:

Before departure from gate maintenance suggested aircraft be pushed into wind for engine start because of strong winds. Just before pushback maintenance stated winds were not as strong and he would push me straight back. I started the center engine and had to abandon starting #1 engine as tgt approached an unacceptable range. 3 times I tried to get maintenance to reconnect me and tow me into the wind. I finally realized that we had a communications breakdown and told him I would single engine taxi. Aircraft was too close to grassy area to turn left so made a 270 degree turn to the right using minimum power. 2 people were blown over and received injuries. I feel that language problem and inexperience of ground personnel as to the danger of jet blast when one is too close caused this problem. Also widebody transport should always face into wind when prevailing speed of wind is 10 KTS or more and single engine taxi should not be recommended.

Title: PIC OF WDB DEVIATES FROM PROC IN ENGINE START PROCESS. ATTEMPTS A ONE ENGINE TAXI AND INJURES TWO PERSONS ON GND.

Narrative: BEFORE DEP FROM GATE MAINT SUGGESTED ACFT BE PUSHED INTO WIND FOR ENGINE START BECAUSE OF STRONG WINDS. JUST BEFORE PUSHBACK MAINT STATED WINDS WERE NOT AS STRONG AND HE WOULD PUSH ME STRAIGHT BACK. I STARTED THE CENTER ENGINE AND HAD TO ABANDON STARTING #1 ENGINE AS TGT APPROACHED AN UNACCEPTABLE RANGE. 3 TIMES I TRIED TO GET MAINT TO RECONNECT ME AND TOW ME INTO THE WIND. I FINALLY REALIZED THAT WE HAD A COMS BREAKDOWN AND TOLD HIM I WOULD SINGLE ENGINE TAXI. ACFT WAS TOO CLOSE TO GRASSY AREA TO TURN LEFT SO MADE A 270 DEG TURN TO THE RIGHT USING MINIMUM POWER. 2 PEOPLE WERE BLOWN OVER AND RECEIVED INJURIES. I FEEL THAT LANGUAGE PROBLEM AND INEXPERIENCE OF GND PERSONNEL AS TO THE DANGER OF JET BLAST WHEN ONE IS TOO CLOSE CAUSED THIS PROBLEM. ALSO WDB SHOULD ALWAYS FACE INTO WIND WHEN PREVAILING SPEED OF WIND IS 10 KTS OR MORE AND SINGLE ENGINE TAXI SHOULD NOT BE RECOMMENDED.
