Narrative:
While on an IFR flight plan from jst to pkb on arwy V119 at 10000', aircraft experienced rime icing west of mgw. Descended to 5000' at center's (ZOB) instructions (requested by pilot). After descending, rime icing was light to moderate along route. Windshield of aircraft was icing over so that 85-90% of visibility was lost. Attempted to continue at a lower altitude of 4000'. Same problem. Icing continued when I was approximately 40 NM from pkb. I then asked for 3000', and descended on center's approval. At this pint I was under clarksdale center and requested that I be vectored to nearest airport. Center was extremely cooperative in giving me vectors and altitude changes for a straight-in ILS approach to runway 21, clarksburg, wv. After landing and parking the aircraft, I was informed to contact the tower and gave them my name and aircraft base. There was no declaration of emergency by the pilot, although a condition for emergency was rapidly developing.

Narrative: WHILE ON AN IFR FLT PLAN FROM JST TO PKB ON ARWY V119 AT 10000', ACFT EXPERIENCED RIME ICING W OF MGW. DSNDED TO 5000' AT CENTER'S (ZOB) INSTRUCTIONS (REQUESTED BY PLT). CENTER WAS EXTREMELY COOPERATIVE IN GIVING ME VECTORS AND ALT CHANGES FOR A STRAIGHT-IN ILS APCH TO RWY 21, CLARKSBURG, WV. AFTER LNDG AND PARKING THE ACFT, I WAS INFORMED TO CONTACT THE TWR AND GAVE THEM MY NAME AND ACFT BASE. THERE WAS NO DECLARATION OF EMER BY THE PLT, ALTHOUGH A CONDITION FOR EMER WAS RAPIDLY DEVELOPING.
