Narrative:

On approach to 10R at cmh, approach control advised us that the WX was 1/2 mi in fog and that the minimum visibility for the ILS 10R at cmh had been changed to 3/4 from 1/2. We asked why and they replied it was what they 'showed' for 10R. We asked if all the approach light systems were operative. They replied that everything was operational. We checked all NOTAMS and commercial chart NOTAMS and could find nothing that applied to the ILS 10R at cmh. At this time other flts were requesting more information as to whether this was a new NOTAM and what the date was. Approach control had no date and to my knowledge never specified that it was a NOTAM. It was just what they 'showed' as minimums for 10R. Runway 10L is only 6000' long and we were approximately 15000 pounds overweight for landing. As the 12/xx/89 approach plate was the only available information available to us in the cockpit, we commenced the approach with tower reporting 1/2 mi visibility. Upon reaching arlig OM, approach advised us that visibility was 1/4 mi. As we were on the final segment of the approach, continued the approach, broke out at minimums and made an uneventful landing. On the ground I called tower. After a minute or so of searching, he cited a letter dated 12/bb/89. I also talked to our dispatcher and he confirmed that there were no NOTAMS or any other information which changed the visibility requirements for the ILS to 10R at cmh.

Title: WHILE BEING VECTORED FOR THE ILS 10R AT CMH, AN ACR FLT CREW IS ADVISED OF REVISED VISIBILITY MINIMUMS OF THREE-QUARTER MILES INSTEAD OF ONE-HALF MILE BY THE APCH CTLR. A SEARCH OF THE COMMERCIAL CHART NOTAMS AND THE APCH CHART DOES NOT REVEAL ANY REVISED APCH MINIMA, THUS THE FLT CREW ELECTS TO CONTINUE THE APCH EVEN THOUGH VISIBILITY IS REPORTED AS ONE-HALF MILE.

IT WAS JUST WHAT THEY 'SHOWED' AS MINIMUMS FOR 10R. RWY 10L IS ONLY 6000' LONG AND WE WERE APPROX 15000 LBS OVERWEIGHT FOR LNDG. AS THE 12/XX/89 APCH PLATE WAS THE ONLY AVAILABLE INFO AVAILABLE TO US IN THE COCKPIT, WE COMMENCED THE APCH WITH TWR RPTING 1/2 MI VISIBILITY. UPON REACHING ARLIG OM, APCH ADVISED US THAT VISIBILITY WAS 1/4 MI. AS WE WERE ON THE FINAL SEGMENT OF THE APCH, CONTINUED THE APCH, BROKE OUT AT MINIMUMS AND MADE AN UNEVENTFUL LNDG. ON THE GND I CALLED TWR. AFTER A MINUTE OR SO OF SEARCHING, HE CITED A LETTER DATED 12/BB/89. I ALSO TALKED TO OUR DISPATCHER AND HE CONFIRMED THAT THERE WERE NO NOTAMS OR ANY OTHER INFO WHICH CHANGED THE VISIBILITY REQUIREMENTS FOR THE ILS TO 10R AT CMH.
